UNIC CityLabs Resilient Zagreb: Technology and innovative solutions for risk prevention

Technology and infrastructure is vital for resilient city. We have raised numerous important issues such as: What are evacuation exits, accessibility of institutions, safe corridors for movement and traffic (eg bridges)? What are the capacities of crisis accommodation, accessibility of shelters, capacities of institutions in which users are accommodated / isolated during the corona crisis? To what extent do institutions become “prisons”, to what extent do institutional accommodation become a source of new risks? What is the level of safety of public institutions (health, education, and others) in the context of natural disasters? To what extent have digital solutions / innovations been developed and used to identify risks and deal with crises? To what extent is there expertise and developed instruments for recognizing risks and potential crises in society?

Brief description of the results/findings In Zagreb we have detected important sthrengths connected to urban resilience: • Technological innovations that enable risk monitoring • Knowledge and expertise in the academic community • Development of innovative and sophisticated technology • Increasingly intensive digital opportunities that are integrated into public service

However, there is insufficient use of data and technological possibilities in risk management policies. There is also insufficient involvement of citizens and insufficient cooperation of the scientific and wider community in collecting data for risk monitoring.
