UNIC CityLabs Resilient Zagreb: Crisis communication

In this city lab session we have analysed numerous issues connected to crisis communication. Primarily, how appropriate public communication was during these crises. Are there mechanisms for alerting and evacuating vulnerable social groups, especially if they live alone (elderly single people, people with disabilities, single people in care)? To what extent do different services communicate in a crisis and how do they communicate, especially around what concerns vulnerable groups? Are there models for decision-making between institutions? To what extent do the means of public communication contribute to educating citizens to deal with crises? To what extent does the crisis contribute to new social inequalities and the emergence of "winners" and "losers"? Does the conflict in Zagreb appear during the crisis? What is being actively done to manage or prevent conflict?

Brief description of the results/findings • Community Relationships in the initial stages are characterized by a high level of solidarity. • There was a situational cooperation between public services • Citizens were mobilized through social networks and civic initiatives However, some aspects need to be improved. • Communication in a crisis is inadequate in the city of Zagreb (confusing, inconsistent, one-dimensional) • Communication does not have an adequate reach to citizens who are in a vulnerable position • There are no targeted efforts to mediate community conflict • We witness emergence of distrust towards institutions • There is an experience of deepening inequalities and violation of human rights • Lack of a central point for citizens in the community • Lack of systematic cross-sectoral cooperation • There are digital inequalities and low level of media literacy of citizens • Occurrence of fake news
