UNIC CityLabs Resilient Zagreb: Availability of public services for the citizens during crisis

Continuity of public services during crises is esential question for resilient city. But, for better targeting it is important to monitor the new and acute needs of users during crises, especially in public services such as education, health care, social welfare, transport services, culture and community activities. We wanted to explore how organizations make decisions about changing jobs given the changed needs of residents. Furthermore, it was important to explore if cooperation between institutions during the crisis was on a satisfactory level.

We wanted to explore how organizations make decisions about changing jobs given the changed needs of residents. Furthermore, it was important to explore if cooperation between institutions during the crisis was on a satisfactory level.

52 participants 27 students, 17 academics, 1 city representative, 7 professionals

During current crises in the city of Zagreb there was rapid adaptation of individual institutions and they were opened to innovate their work. There was solid previously established cooperation with civil society. Citizens and service providers demonstrated solidarity of the City of Zagreb towards the area of Sisak-Moslavina and Karlovac counties after the earthquake. However, some aspects can be improved in order to raise resilience capacities. So far there is a lack of systematic monitoring of needs and research on the needs of users. A negative effect was transformation of residential accommodation institutions into almost completely closed institutions. Services operate based on individual needs that is not efficient enough. There should be more systematic response to service users’ needs based on a group assessments. This would contribute to more efficient usage of available resources since in times of crisis there are few opportunities to raise resources.
