In this workshop, we interactively discussed problems detected in previous cycle of city labs Resilient Zagreb. Since University College Cork has developed very complex and important system for crisis management, the primary goal was to introduce the platforms to Croatian stakeholders and to discuss possible solutions for raising resilient capacities. Prior to organizing Virtual meeting platform we had a pop-up city lab as a brainstorm session in order to detect possible solutions on following challenges: 1. Lack of comprehensive crisis management system starting from risk prevention to recovery, and lack of vision for future development 2. Inadequate crisis communication 3. Insufficient sensitivity for vulnerable social groups and lack of inclusive perspective in crisis management system 4. Insufficient knowledge, skills and mindset, both for citizens and generalist professionals, how to deal with crisis, prevent risks and activate numerous resources These solutions were structured in several approaches and brought into virtual meeting platform where colleagues from University College Cork helped to profile the solution more specifically. Our key partners where Dr Karen Neville and Michael Gleeson affiliated within Centre for Resilience and Business Continuity in Cork, Ireland.

Base on joint discussion, we have suggested aspects for raising Zagreb resilience capacities: Building a vision for the development of the city and contributing to the overall crisis management system in the City Zagreb The vision of the city's development in the future is one of the foundations of resilience. Creating a vision is in a way the basis for redefining the identity of the city, which at the same time should have a clear orientation towards future, keep in touch with their heritage and integrate the crisis as an integral part of the experience community (but not to identify with the crisis as this could lead to the stigmatization of the city as ˝cases˝). Public communication appropriate to the period of crisis Participants in the city labs almost completely agree that there is significant space for improving crisis communication. This refers to the unification of the communication process by crisis communication protocols in public systems. Spokespersons can play an important role who will know how to make the message understandable to citizens and decentralized communications that will bring essential information down to the local level. Holistic support for vulnerable social groups and solidarity in crisis We must never, and especially in times of crisis, forget those citizens who due to personal, family or environmental factors live at risk of poverty and social exclusion. Those in crisis become multiple vulnerable and after coming out of the crisis it is possible to expect their social position to be even weaker. In this crisis, some previously acquired rights have been seriously violated and derogated modern standards such as deinstitutionalization, the right to live in the community or active aging. Strengthening the competencies of professionals and citizens to act and live in crises People are the most important element of a community, and so is a resilient community and a resilient city. In the current crises, people (experts on the front line, citizens, volunteers) prove it every day. The competencies of decision-makers, experts and citizens to act and live in crises need to be strengthened. We have listed a series of concrete solutions for each of these four areas and presented them in extensive narrative distributed to city government, local and academic community.
